Résumé :
L’objectif pour les apprenants est de mieux appréhender et tirer profit des notions suivantes : information, système, système d’information et gestion de projets informatiques.
L’information constituant une ressource essentielle pour sa "survie", car devant lui permettre de transcender et de traverser avec succès son itinéraire social, religieux, scolaire, universitaire et professionnel, l’homme doit être perpétuellement à sa quête. Cela est aussi valable pour l’entreprise ou toutes autres organisations. Détenir l’information, c’est détenir des pouvoirs (prise de décision, profit, investissement) constitue dès lors un enjeu dans un espace concurrentiel. L’information devient, de nos jours, un troisième facteur de production après le capital et le travail.
Les systèmes, étant des ensembles d’éléments en interaction dynamique, organisés en fonction d’un but (Joël De Rosnay), ils se créent et se meurent. D’où la nécessité de leur maintenance pour leur assurer une bonne santé et une bonne espérance de vie.
La modernisation des systèmes d’information constitue un enjeu de survie pour les organisations si elles ne veulent pas disparaitre. En effet, le monde est devenu un village planétaire où l’ouverture, grâce aux NTICS avec l’automatisation et la dématérialisation des process, des activités, constitue un élément primordial à prendre en compte pour avoir une place dans le gotha des compétiteurs.
La connaissance des différentes étapes du processus de conduite de projets informatiques permet aux apprenants, qui seront de futurs cadres et managers, de faire partie ou même piloter les groupes ou comités devant mener à bien ces types de projets au sein de leur organisation.

Admiistrative law is the law of the administration. It is the branch of the internal public law which studies the organization and the activity of the administration in its relationship with the private individuals and other administrations. (Constitutional Law: relationship between private individuals and public authorities).
There are limiting areas between administrative law and private law, where the distinction is difficult to establish. It has also frontier zones with constitutional law.
It covers a wide and varied area of practice, encompassing many different types of governmental legal procedures and regulations, and is not easily defined. Much of government and its public programs operate largely through various agencies on different levels: federal, state, county, and city. These agencies are also known as boards, commissions, departments, and divisions.
They generally have their own specific rules and regulations, which are not usually found in the statutes, with stringent procedures individuals must follow to obtain assistance from the agency and to file claims, grievances and appeals. Legal rulings by Administrative Law Judges (ALJ’s) have governing authority the same as most precedent law. Administrative law attorneys can offer assistance when manoeuvring through these complicated proceedings.
This is the complexity that this course aims at explaining with a study of Administrative law mainly in France as the former coloniser of our current countries and also a comparison to what is going on in countries such as the USA and an insight in the Administrative law practice of India as a country under another legal system in such a way that the distinction between civil law and common law legal system will help in this matter to have a universal understanding of administrative law.
